Meet the CCA Staff

The dedicated, full-time staff at the California Cattlemen’s Association (CCA) proudly serves California ranchers by sharing their voice at the state capitol and regulatory agencies throughout the state as well as on federal issues in Washington, D.C. Ranching is a round-the-clock job, and the CCA staff works hard to have California cattlemen and women’s backs while they are busy running their family ranching operations.

BILLY GATLINExecutive Vice President
Billy Gatlin, CCA Executive Vice President, is native of Merced County. Billy came to the association with over a decade of experience at the California State Capitol.

KIRK WILBURVP of Government Affairs
Kirk serves as CCA’s lead advocate on legislative, regulatory and legal issues impacting California’s cattle ranchers. He was born and raised in Idaho Falls, Idaho, in a family rooted in Idaho’s “potato industry.

LISA BRENDLENDirector of Finance and Events
Lisa’s role is to set budget goals, track the association’s expenses and income and assist other CCA staff in their ongoing efforts to promote and protect California’s beef producers.

Katie was raised on her family’s hay and cattle ranch in the Sierra Valley. Growing up involved with CCA, Katie gained an appreciation for the work CCA does to keep cattle ranchers ranching in California.

Maureen grew up in the small town of Sites in Colusa County. Coming from a 5th generation farming family, she was immersed in the agriculture industry at a young age.

Gracie grew up in the town of Orland on a small Jersey and Holstein dairy, where her love and passion for cattle began. She graduated from UC Davis in 2023.
